AIRE – AI for Regional Expertise
Empowering Dutch Agriculture & Nature Policy with open-source LLMs
AIRE (AI for Regional Expertise) is an AI assistant developed by Gradient in collaboration with the Dutch Ministry of Agriculture. It helps policymakers, provinces, advisors, and ministry staff navigate the enormous and ever-growing body of knowledge around Dutch nature and agriculture. Built on Retrieval-Augmented Generation (RAG) and based on open-source LLM-technology, AIRE provides clear, referenced answers based on verified documents. This reduces time spent on necessary research by ~10x, and increases quality of policy.
AIRE acts as a chatbot with source references, including the ability to compile shareable knowledge dossiers. It is currently being implemented in the Ministry’s knowledge environment and will soon be adopted by government employees to support enforcement of the Aanpak Ruimte voor Landbouw en Natuur (RLN).
AIRE is real proof that we can build secure, reliable and responsible AI-solutions without dependency on US Big Tech. The first fully functional version of AIRE was completed within a span of only four months, following an intensive co-creation process with early adopters and experts.

Secure AI
AIRE is built entirely on open-source Large Language Models and will be hosted in secure, sovereign environments such as Dutch/European cloud infrastructure or on-premise. This guarantees complete data control, no dependency on large commercial AI providers, and full compliance with regulations. Sensitive or confidential information never leaves your domain.
Reliable AI
Unlike generic AI chatbots, AIRE doesn’t guess, it retrieves. Thanks to its RAG architecture, AIRE grounds every response in concrete, verifiable documents from trusted sources like Groen Kennisnet. Answers are not only generated but supported by clear references, ensuring transparency. AIRE has been validated by domain experts and rated 8/10 for reliability in a live pilot with policy professionals.
Responsible AI
AIRE is designed with sustainability and human impact at its core. By using fine-tuned, task-specific models instead of large commercial models, AIRE operates with 20x less energy consumption — significantly reducing its environmental footprint. The system was developed in co-creation with its users to ensure accessibility, usefulness, and alignment with real-world policy challenges.
